A council spokesperson said new equipment for children aged 0 to 14 had been installed in recent weeks, including swings, slides, climbing frames, accessible and inclusive equipment, and sensory panels.
The new facilities include separate junior and toddler play areas connected by a sensory path.
The facilities had been scheduled to open during the summer holidays. That opening will now be delayed while the paint is removed, equipment is repaired, and safety implications and any wider damage are assessed.
A council official identified as Morgan said the cost of repairs and assessment would run into thousands of pounds, and stated that the incident had been referred to Merseyside Police with CCTV under review.
