Westport man arrested again on strangulation charges months after similar arrest
Tae Juan Foskey, 28, of Westport, Connecticut, was arrested on July 31 after police responding to a report of screaming at a Westport home found him allegedly pinning down and strangling an individual who held an order of protection against him, Westport police said. Foskey allegedly refused to release the victim and show his hands when ordered to by officers, and continued to pin the victim down with a forearm, according to a Westport police arrest report. 'Foskey then continued to physically resist officers' attempts to handcuff and detain him,' police stated. 'It would be learned that what began as a verbal argument was escalated into physicality by Foskey when he slapped the victim.'
Five children also present in the home were listed as protected parties in orders of protection, police said. Foskey was charged with five counts of risk of injury to a child, seven counts of violating a criminal protective order, and one count of second-degree strangulation, all felonies, as well as misdemeanor counts of interfering with an officer, disorderly conduct, third-degree assault, and second-degree unlawful restraint. He is being held on $150,000 bond and is due in Superior Court in Stamford on Sept. 17.
Police declined to say whether the victim in the July 31 incident is the same individual involved in the earlier case. In that prior case, reported Feb. 21, Foskey allegedly argued with a pregnant woman, then attacked her and threatened to kill her. He faces misdemeanor charges in that matter — third-degree assault of a pregnant woman, third-degree criminal attempt at strangulation, second-degree threatening, and disorderly conduct — and is due to address those charges at the Sept. 17 Stamford court appearance as well.
Foskey is also due in Superior Court in Bridgeport on Sept. 25 to continue facing charges from a Feb. 20 incident in Trumbull. Those charges include five counts of risk of injury to a child, a felony, and misdemeanor counts of second-degree unlawful restraint, second-degree breach of peace, second-degree threatening, interfering with an officer or resisting arrest, and third-degree assault.
